In a large bowl, whisk together the flour, cocoa powder, granulated sugar, brown sugar, baking powder, baking soda, and salt. This is your dry mixture.
In a separate medium bowl, whisk together the milk, vegetable oil, eggs, and vanilla extract until combined.
Pour the wet ingredients into the dry ingredients. Mix gently with a spatula until just combined. Do not overmix; a few streaks of flour are acceptable.
Fold in 1 cup of chocolate chips until they are evenly distributed throughout the batter.
